A circulator is a device with three terminals in which a signal follows a predetermined direction. This can be useful when you want to separate signals (we can also say; they “isolate signals from each other). A common application is to separate the transmit and receive signals for a radio. A dual junction isolator is two circulators in one package connected together and performs ~ twice the isolation.
An isolator is a two terminal device and is constructed the same as a circulator but with one of the terminals grounded. It provides isolation (high attenuation) in one direction but lets the signal go through relatively easy in the opposite direction.
